Support storage of TCP/IP Interface object's "Encapsulation Inactivity Timeout" attribute (class 0xF5, attribute 13) and Ethernet Link object's "Admin State" attribute (class 0xF6, attribute 9) in case of data base configuration

The current EtherNet/IP Core component supports attribute 13 of the TCP/IP Interface object (0xF5) and Ethernet Link object's "Admin State" attribute (class 0xF6, attribute 9) by default. These are attributes that need to be stored in remanent memory. In case the scanner is configured via data base, these attributes are not handled by the application, so storing the attribute data must be done by the AP-Task of the firmware.
