Phy on Port 2 may not start correctly due to wrong timing on startup

Phy on Port 2 may not start correctly due to wrong timing on Startup and a link can not be established

Observed: In some rare cases with a slighly delayed bus on command, the second Phy may not start correctly and so a connection to the next device can not be establiashed. This happens in spite of a correct link activity LED of the following devcie in the line. 

Expected: Ensure the correct timing in the Phy startup with the expected daly
