Add ability to reconfigure how RxData is handled when not in OP

Actual:
Currently the RxData is set to 0 when ECS is not in OP state which prevents preloading values before OP is reached.

Expected:
Allow preloading RxData values during AL Status confirmation services so that it is possible to have valid output data received for entering OP state and the subsequent activation of outputs.
Add new description in API manual for this extended Configuration. (New implementation ECAT_SET_CONFIG_EXT_REQ with flag ECAT_SET_CONFIG_EXT_DATA_TYPE_RXDATA_HANDLING_T)
