Make default SM2/3 length in SII configurable by setconfig packet

            Description

            Add possibility to set new Default values for SM2/3 length (normally 200 Bytes) with config packet.
            Default has to stay 200 because otherwise it would not fit to our ESI files. But with flag in setconfig it is o.k.
