Inconsistent sync signal length handling when length = 0

      Description

      Seen with V2.5.24, not tested with V4, but implementation and manual must be checked.
      Differences seen between netX50 (netJACK50) and netX100 (cifx50-RE):
      same warmstart packet, see below.
      Sync signal length is set to 0 (by accident).
      On a cifx50 a clear sync signal (of 1 us?) is generated.
      Same warmstart packet sent to netJACK50: no sync signal generated.
      Behaviour shall be logic and equal.
      Sven says: netX100 does not support signal length 0.
