            Description

            Prerequisite: the master is in BUS_SCAN and BUS_ON active.
            The master is then requested via ECM_IF_CMD_SET_MASTER_TARGET_STATE_REQ to go to OP.

            Bus scan is stopped but the actual bus cycle and startup that should start does not happen.
