wrong return error code after download of the firmware only

            Description

            Without firmware license chip on the board only the firmware is downloaded successfully.

            The packet “Set Bus Parameter” is send.

            The returned error code is 0xC0650003 - Error during processing the bus configuration ( file not found)

            but the expected code was 0xC0000123 (Insufficient licence).
