No parameter check for DRV_ETH_IOCTL_START command

The ioctl parameter for ioctl command IOCTL_DRV_ETH_IOCTL_START is not checked before using. In case the handle ptPrm is NULL, an invalid worker will be stored and used later.

It is expected, that if the parameter is null, no worker will be set and the ioctl is forwarded to the next layer.
