All frames send with NWC priority

            Description

            Currently all ethernet frames are sent with NWC priority. This causes a problem with MRP when Port State is set to blocked. In such a case non NWC frames are sent to network. It is expected that when a port is set to blocked, no non-NWC frames are sent to the network by this port.
