Implement switch counter diagnostics according profinet specification

According Profinet Topology engineering guideline the following behavior is to be implemented for the switch counter statistics of the ports and interface

• every frame sent by applications not aware of the physical ports (IP, Profinet RT, DCP) using automatic routing (bPortmask == 0) shall be counted as Output Packet of the interface
• every frame received by the switch not beeing a peer to peer frame shall be counted as Input Packet of the interface
• In automatic routing mode, the adapter shall not send packets on ports with link down. Otherwise the xpec switch counters of that port will change which is not allowed
• Frames forwarded by the XC to a link down port shall not be counted in any of the counters, or the counters should be corrected. This probably requires changes to the XC code as well.
