Delay link-up event when autonegotiation is active

When a link is autonegotiated (plus AutoMDI), the link partners do not recognize the LinkUp simultaneously, but with a short delay. In turn, Ethernet frames which we send immediately during/after the LinkUp are not seen by the link partner. This regularly affects the gratuituous ARP and the first cyclic LLDP frame in current EIS firmwares.

After some discussion, we came to the conclusion that the LinkUp event towards the application/components shall be delayed by a short time by DrvPhy/DrvEth.
