Linking with eCosPro failes with missing symbol

            Description

            When linking Driver Ethernet library with eCosPro operating system the linker aborts with error message "undefined reference to `idle_thread_loops'" even when the DrvEth_OS_LoadLimiter_MonitorIdle function is not used.

            The implementation should be updated for eCosPro and the Monitor extracted into a separate file.
