[netX90] PHY gets no link when auto-neg is configured at startup

If the Phy is enabled directly to auto-neg (auto cross over), sometimes no link can be obtained. The Phy doesn't automatically recover from that state, so that a power cylce of the device is required.

This can happen on cold starts (power cycle) and warm starts (system reset) as well.
