            Description

            Occasionally a Link Change Event for Link Up is not reported to the registered application.

            The problem occurs when the network phy link goes down and immediately goes up before the processing of the link down change was started. It is most likely seen when the application configures the link mode from "Link Down" to "Fixed Mau Type" during powerup of the device.

            The problem was introduced with changes made for PSDRVETH-127.
