Power down netX90 phy when disabling link mode

            Description

            When the a netX90 phy is configured for "no-link" the phy is currently not powered down and a special method is used to prevent a link (as for other chipsets). Since the netX90 has a different internal structure it is possible to fully power down the netX90 phy in this case.

            When an application requests link down mode for a netX90 phy, the the netX90 phy should be powered down.
