WRMSTRT_FLG_NO_ALARM_SUPP requires Alarm_Sequence_Mode_Count=32

            Description

            Disabling alarm support, the sequence mode count is set to 32 which is not intuitive, expected is mode count of 0.
            The GSD parameter Alarm_Sequenc_Mode_Count defaults to 0 if not explicitly set to 32. So if no alarms are supported the optional GSD parameter is required.
