Proxy mode - message headers for a separate fragment not identical.

DNM master (Proxy mode) does not handle correctly the Msg. headers associated with each separate fragment if fragmentation procedure is activated. 
According to the DN specification (Vol3, 2-9.3.1) the fragments must be identical. Nevertheless DNM (Proxy mode) changes the XID bit for an each segment when the fragmentation is active.
