Indication of CAN bus off error in DPM is cleared while actual error still exists

When master reports communication error TLR_E_BUS_OFF (0xC0000180) because of CAN bus off error, set DPM Bus state to Off and back to On.
Communication error is now cleared, while CAN bus off error is still present (as indicated in CAN_DL and DEVNET_FAL diagnosis).
