Add parameter for romloader plugin / speedup list_interfaces command

Add a parameter like -t for a romloader plugin name and reduce the scan time at the beginning to this interface.

If the parameter -p is handover to the CLI Flasher, than it is possible to extract the romloader plugin information from there. => Not required to add the -t parameter, if the -p parameter is given.

Add the parameter -t to speedup the list_interfaces command => add also the -t parameter.

Most important point is to speedup the list_interface command. It is expected to use the list_interface command inside netXStudio to find out, if more than one NXHX board is connected and provide a selection list for the user. The main focus is here to use the JTAG interface.
