Show cifX M.2 IRQ device in Windows Device Manager

While the cifX M.2 IRQ device is not used by an application directly, it is needed when dealing with Realtime extensions for Windows during hardware transfer operations. Depending on the way the Realtime extension handles this transfer, the IRQ devices may be needed to be natively visible in the respecting dialogs.
