Add NDIS link state indication via RCX_LINK_STATUS_CHANGE_IND

In future, Ethernet channels will use RCX_LINK_STATUS_CHANGE_IND = 0x00002F8A.
to signal "Link State Changes" instead of ETH_INTF_CMD_EVENT_IND = 0x00003B00 / 0x00003B20. The new indication should be added. The current ETH_INTF_CMD_EVENT_IND will be keept for backward compatibility.
To simplify the handling, the actual link state is still taken from the channels extended status block without evaluation the content of the RCX_LINK_STATUS_CHANGE_IND packet.
