xDriverRestartDevice does not work if first found board is a NXSBAPCA / NXPCA-PCI Board and no netX is connected

            Description

            If the first found device is not being initialized correctly xDriverRestartDevice and nxDrvStart do not work.

            Firmwaredownload from SYCON.NET will not work in this case. The Firmware will only be updated after a reboot.
