device.conf should declare irq=no and dma=off

Most customers struggle if they using the example device.conf file because this one declares irq=on and dma=on.
But activating the IRQ for PCI hardware implies several settings in the VxWorks operating system configuration to work poperly.
Better is to start without IRQ and DMA and later switch this to "on".
