Introduced initial wait for bootloader startup before invoking POST_BOOTLOADER event

In general the 2nd stage bootloader needs some time to start up and to initialize the DPM. Implementation of netX51/52 support needs a little change in the startup wait loop because they may need an additional DPM setting (8Bit mode) before they can be accessed.
