xChannelSyncState may always return timeout on flash-based devices or after a coldstart

      Description

      The host does not read the sync flags from DPM on startup and expects them to always start with a value of zero. If they are not zero on startup (e.g. Flash-Based Device), waiting for synchronization handshakes using xChannelSyncState(hChannel, CIFX_SYNC_WAIT_CMD, 0, &ulErrorCount) always returns CIFX_DEV_SYNC_STATE_TIMEOUT.

      Sync callbacks are also not executed in this state
