System channel not READY while reading system channel layout

            Description

            Some firmware versions setting the DPM cookie "netX" before the system "READY" flag is set. The toolkit expected the "netX" cookie is the last value written to the DPM and therefore no further test are done, resulting in missing channel information when the layout is read very quickly after a system start.
