[tap] - reset may not delete/restore the tap interface correctly

            Description

            Some reset functions require to delete and restore the tap interfaces. The current build environment lacks the tap control.

            - xChannelReset() Mode = CIFX_SYSTEMSTART

            - xSysdeviceReset()

            - xSysdeviceResetEx()

            - xSysdeviceBootstart()
