[tun/tap] - RAM based firmware may fail to deliver link state changes

Link state indication of virtual ethernet interface may not work correctly. Some firmware deliver false state of mailbox which lead to several attempts to empty mailbox which end up in time out. The delayed link state update messed up the actual information.
