Failed to load SDDML file when schema is available

When the schema SDDML.xsd is located in the same folder as the SDDML files, DTM will automatically validate the SDDML file during loading file.

But the schema it self is not loaded in DOM creator before loading SDDML file. This causes an error with return value S_FALSE.
