Empty OrderNumber for DAP results in a corrupt database

            Description

            If a OrdnerNumber for a DAP module is not defined or is containing a empty string the creation of the DBM database fails.

            The OrderNumber is stored inside the SETUP_EX database table, but it is not allowed to store a empty string inside the database.
