Creation of a hidden function for the topology editor for reasons of compatibility

!This issue is only relevant if the PNIO controller is running inside the netHost DTM.

To display the topology view of the pnio IRT controller V3 in a separate tab of netDevice, the topogy view is assigned a certain function id. To avoid any misbehaviour in the profinet controller V2, a functionid with the set hidden attribute must also be created there.

Background information: The gateway dtm iterates over all functions of the integrated DTMs and assigns new ascending function id's.
