            Description

            Old projects (storage version < 5) can not be loaded if no modules are configured.

            Discovered by DTMLibrary, but exist in SYCONnet too.
            Original description see by linked issue
            Create old project with Slave_netX Version based on eStorageVersion < 5.
            Instance stand-alone Slave 'NETX 100 DP/DPS'. Do not configure any modules. Save project.
            Open project with Slave_netX Version based on eStorageVersion = 5.
            An error occurs, the project can not be used.
