PROFINET Controller DTM: LOCALSENDCLOCK feature

Description: 

As a software engineer, I want an extension of the LOCALSENDCLOCK factors for RT communication so that Siemens devices (controllers with their own LOCALSENDCLOCK) can be supported.

This extension is necessary to facilitate communication with Siemens devices.

Other packages might need modification to accommodate this change. Separate tickets should be created for these potential changes.
